The Role of the Plum Creek Timber Company

Plum Creek initiated the negotiations with the Forest Service for the land exchange and pursued the negotiations with both the forest service and congress for over 10 years. Plum Creek threatened to log some of the lands to be traded, putting pressure on the government to complete the deal. At various times the company was both cooperative and antagonistic with environmnetal groups. It sued environmental groups after an administrative appeal was filed against the first land exchange. But it also worked to engender support of large environmental groups byadding and subtracting land from the land exchange.
