Starting a Project

Projects are implemented through the issuance of Task Agreements against the PNW CESU’s Cooperative Agreement. 

Agreement overview for PNW CESU projects

  • Project approval is noncompetitive between partners.
  • All projects must have direct relevance to the PNW CESU mission.
  • Projects are collaborative between partners, not contractual.
  • Partner institutions agree to a 17.5% overhead.
  • Project funds may be transferred between institutions or from an agency to an institution, but not directly between agencies or from an institution to an agency. Mechanisms other than the CESU agreement are available for transferring funds between agencies.

Guidelines for agency managers or researchers who want to pursue a project through the PNW CESU:

1. Verify that your project is appropriate for the PNW CESU agreement

2. Contact the PNW CESU Representative for the agency you intend to work with.* Complete necessary agency paperwork .

3. Contact your institution's grants/research personnel for necessary internal paperwork, specifying that you will be using the PNW-CESU agreement. (see university contacts)

4. Complete the project summary form, and return it to the PNW CESU office. (See contact page)

* Note! all projects involving the National Park Service must be developed with, and approved by, the National Park Service Research Coordinator.

2. Contact your agency's procurement or contracting officer for necessary paperwork, specifying that you will be using the PNW CESU agreement:*

These National Park Service guidelines are generally relevant for any federal agency project through the CESU.  For projects outside the NPS, contact your agency representative for specific information about guidelines and procedures.

Project Reporting

  • All Progress and Final Reports are to be submitted to agency representatives as required and to the PNW CESU office. 
  • For projects without a printable report, a final project abstract must be submitted.
